a) the standards of videoDVD allow only 480i (PAL: 576i) - so, somewhere in the workflow, camera>>edit>>disk-authoring, the resolution has to be conformed to that standards.
b) size (MBs/GBs) doesn't matter in disk-making, but length (hh:min:sec). Due to the various conversion processes which take place in the making of the disk, the file-size of you project has no relevant info. Just its length. A normal, single-layered DVD fits up to 1h in perfect quality, 2h in acceptable quality, and if the authoring apps supports it, you can squeeze literally 'hours' of video onto a single disk... with tame pic quality...- 😁
so, silly example, a 1080/60p project, 90min, exported as proRes -Master could be 60, 70, 80GBs in size - but fits onto a 4.7GBs DVD-r ..
