These are the 4 most common Error messages that iMessages throws up in the Messages app.
FaceTime, Game Center, Messages: Troubleshooting sign in issues
If that is not the issues then the Apple ID you are using need to be linked to an iCloud ID if it is not already.
Also check your Apple ID is verified at https://appleid.apple.com/ (use the Manage button to login)
It may pay to check the password is good enough. They suggest over 8 characters. (If it is an Apple Issued ID ending in @mac.com, @me.com or @icloud.com that can also be used as an AIM Screen Names do not use more than 16 characters).
If you are getting this Error Message:-
Then the only solution is to Contact Apple Support.
Make it clear you are aware that you know there is an Account problem as sometimes newer staff do not know and will say it is a Software or Hardware problem and try to charge out of warranty fees. Ask for a Level 2 person if you are making no Progress.
The issues needs some sort of Reset at the Apple end on the iMessages servers that you cannot do without Apple Support Staff.
