Best way to input Vietnamese unicode characters?

I looked here:

I could not get any of the Mac stuff there to work but
it did lead me here:
http://prdownloads.sourceforge.net/unikey/uvconv-1.1.3b.tar.gz
I compiled the above software and wrappped the executable in a simple shell script.
The script accepts a .txt file with VIQR in it and outputs the result in
a file with dual suffix:
.html.utf8
I use camino or safari to display it.
Then I can grab it with my mouse and paste it where needed.
It would be nice if I could find something that would
allow me create utf-8 Vietnamese characters directly
from my keyboard, but I'm getting good at writing VIQR
into .txt files.
Here is an example of VIQR:
Tie^'ng Vie^.t
And the resulting utf-8:
Tiếng Việt
