The camera is greyed out in the messages app, next to the typing window. When I try to send a picture message from selecting the pic from my photos, I get a message saying "MMS Messaging needs to be enabled to send this message."

I jits did that...still no options there! I sure thought that would have addressed the issue!
Does your cellular carrier support MMS? Do you have cellular data turned on? Are you using a supported carrier with the iPhone, and have you installed a carrier update lately?
My carrier supports MMS and my MMS worked fine until Friday when I foolishly updated the software. Now my control settings have diminished and I can no longer enable MMS. It still sends MMS to other IPhone users but not to Android users.
You did not say if you installed a carrier update. Are you using an unlocked phone? Does your carrier require you to manually set your APN settings? If you do not know what it is then you don't. Have you checked with your carrier? An MMS with iMessage is handled differently than an MMS with the carrier. Since your iMessage is working, contact your carrier and have them check the provisioning on your account. They may need to do a reset on their end, since SMS/MMS is a carrier function.
I can't enable/disable MMS or GROUP messaging on my iPhone 5s anymore! I have recently downloaded the iOS 8.0.1, not sure if that's why! The option is no longer in the settings.
