i upgraded so i let her borrow it because she broke the screen on her phone. She got a different phone so I was gonna keep this as a spare or possible sell it. Surely there is some way to reset the whole phone. She changed her password so thats the one Im using she set up her info on the other phone using her id and password but now it wont work on the phone i loaned her. I dont know what else to try is there some way to contact apple without having to pay?

TThe phone can be locked by the owner. If he forgets the separate password for restrictions he or the thief cannot reset the phone. just Apple supports unlocking the phone. I also know the way to unlock it but won't tell it because I cannot check the ownership.

No, you don't know 'the way' to remove Activation Lock, other than:

A) Use the Apple ID & Password to remove the phone form the Find My iPhone function (either on the device or at www.icloud.com)

B) Provide to Apple Support the proof of purchase of the device from an Authorized Apple Retail Store.

That's it. There's no workaround. There's no trick. None exists. These are the methods to remove Activation Lock. No other method works, so don't suggest there are other methods, because you'll be giving 'false hope' to other people.

Are you the account holder for the Apple ID that was used to enable Activation Lock? If not, then Apple will not help you reset the password to that Apple ID.

Are you the purchaser of the device from an Apple Authorized Retail Store? If not, then Apple will not help you remove Activation Lock.

Do you have the proof of purchase of the device from an Apple Authorized Retail Store? If not, then you'll need to get that proof of purchase at some point, soon. Apple won't do anything without that either.

I Never told I can unlock the activation. There is a separate restriction code chosen by the owner. That code can be deleted. You are talking about an activation lock set by a new feature from iOS 8 via iCloud. you can mark your phone as lost or stolen so the phone will be locked with another chosen code and display a notice on iphone screen. Even you recover the phone it must be unlocked by that code or reseted by Apple support. You can go to an retail Apple Store. Maybe they do it for free if you can proof the ownership.

No, the restrictions code cannot be deleted without knowing the restrictions code. That would defeat the entire purpose of the restrictions code.

A forgotten restrictions code can only be resolved by restoring the device back to factory setup, and then restoring a backup to the device.

And Activation Lock isn't a new feature in iOS 8. It was introduced with iOS 7. And even prior to Activation Lock, you could use Find My iPhone to mark a device as lost, and display that contact information you mentioned.

Apple Support doesn't unlock passcodes on phones. All they can do is walk you through how to restore the phone back to factory settings and restore a backup, if available.
