How come iphone 6 128gb only has 114gb (capacity 114gb, available 110)installed but sells as 128gb?

MY iPhone 6 128gb actual capacity is 114gb where is the rest 14gb? And no that's not because of the OS !

Same reason almost all computers and other devices with storage do this.

I Understand the available part, the OS, apps, etc. but why it says CAPACITY 114 instead of 128? And then available 108gb or so ? iPhone 6 64gb capacity is only 54.8gb and available less, and iphone 6 16gb capacity is only 12.4 or so and again available storage is less so I just don't understand why 3 iphone 6es are so inconsistent with How much OS actually takes from the actual storage. Because if in fact the OS was 8.4 gb then iphone 6 16gb would only have 8gb left and not 12.4? Sorry for my English, english is my second language:).

when you buy a computer it tells you the amount of storage and how much of that storage is available for costumer use do to operating system and programs already pre installed example capacity 500gb available 450gb, my iPhone 6 128gb has capacity stated to be 114gb not 128 and availability less then 114 and not 128gb so unless OS takes more then 20gb on iphone 6 128gb there is something wrong,
