personal hotspot option is available for IDEA CELLULAR indian network

For the users who are using later version of ios, you can change settings as shown in screenshot

The way to reach there - Settings -> Mobile data options -> Mobile data network -> enter "internet" as APN under personal hotspot

This is how I fixed it - Setting-> cellular data options -> cellular data network

in Cellular Data APN put internet

in Personal HOTSPOT APN put internet

and enjoy Hotspot. This is really revolutionary.
