Hey there Doug.callum,
It sounds like you are not able to get past the Terms and Conditions screen, because you cannot tap Agree. I recommend starting by first resetting your iPhone with this process, from the following article:
Turn your iOS device off and on (restart) and reset
To reset, press and hold both the Sleep/Wake and Home buttons for at least 10 seconds, until you see the Apple logo.
If that does not resolve the issue, I would next recommend that you restore your phone one more time using iTunes:
Back up and restore your iOS device with iCloud or iTunes
