It sounds like you are not able to use dictation on your phone because the microphone icon is not there. Siri needs to be enabled for the function to be available:

iOS: Troubleshooting Siri

If Siri is off, you can turn it on in Settings > General > Siri. When you turn Siri on, make sure it is using the correct language for your region.
