DOES RESTORING YOUR iPAD 2 to factory state also restore IOS to original settings?

it is my hope to than use my iOS 7 back up. Please answer ASAP. Thank you

NNo. Nor did it help in my case, though I've read its helped some people so worth a shot..good luck
