Simple text edit html files will not display as web pages using Safari

How does one get Text Edit files saved as HTML to display as a web page rather than showing the code as written? It appears that somehow some sort of code generator is being invoked and causing this to happen. I am not trying to do anything complex, just simple files like "Hello World".

iMac, OS X Mavericks (10.9.1)

I had actually tried that(shutting off the extensions) and it didn't work. I do have DWcc on the machine and the code works fine there. I cut the saved code out of Text Edit and displayed it in DW and it is full of all sorts of stuff that I didn't put there, which makes me think code generator in the background. I think there was a reference to the Cocoa html writer in the extraneous code that was generated. I suspect that Text Edit did this, but can't figure out why or how.

This has lead me to a partial solution. I used the html selection in text edit. Doing this apparently generates the extraneous code while trying to make the file as written display rather than using the code as written. If I simply change the extension in the finder, it sort of works. There is a lot of non-html bracketed code displayed at the top of the page and extraneous backslashes after headings. It's nice to know that Text Edit has this capability, but really, why bother with something like this in what is supposed to be a simple text editor? This feature seems not to be documented in Text Edit Help.
