I keep hitting the smiley face every time I try to use the voice prompt causing the voice prompt safety feature to be less safe!!

That is the key for switching keyboards so the user does not need to go through all of the levels necessary to change a keyboard every time a different language is desired. That key cannot be removed.

You are confusing the globe key with the smiley key. The latter can indeed be removed.
Click on Settings>General>Keyboard
Click on the Top item that says "Keyboards"
Click edit in the top right of the screen
Click the red circle next to "Emoji"
Click Delete
The Key can be removed Please follow My instructions from above.
