Q: Why does an added family member have to wait 22 days to download my recently purchased items (bought today)

Okay so heres the thing i just bought a couple of songs that i really like and i want to share them with my brother on his iPhone 5 but when he tried to download them it says he has to wait 22 days to be able to download them. How can we fix this? I bought them off my MacBook Pro and my iPhone 5 got them got them no problem and so did my other iDevices- 3GS and iTouches that I use for music.
