iPad screen won't go back to normal size when I turn it on. Can't get the picture to return to normal so I can sign on.

When I try to turn on my iPad, the screen is expanded and I can't get the regular screen back. Tried turning off and on, tried plugging charger in. Tried to reboot and the apple comes up for a few seconds then a bright light and nothing.
