If you read 7 years of posts on this subject you will find the statement:
"My phone was fine too until I had the IOS [2, 2.2, 2.2.1, 3, 3.1, 3.1,2, 3.1.3, 4, 4.1, 4.1.1, 4.1.2, 4.2,1 5, 5.1, 5.2, 6, 6.1, 6.1,2., 6.1,3, 7, 7.1, 7.1.2] update. "
If it was truly a problem unique to iOS 8 then none of those posts would have happened. And it would mean there's a bug that has existed in every major release and point release of iOS for 7 years, which is highly unlikely. And the posted solution for each time was to find the app that was stuck sending or receiving data that was interrupted by the update and dealing with it.
I have a list of threads on the subject for each release if you are really interested.
The problem is NOT with the version, and CAN be solved with a little detective work.
