HealthKit double counting steps?

I recently got an iPhone six. I have been using health kit to track my steps. I have a job own up band as well. In the app I chose for my steps to be counted by the band, Like I drug the up app within helthkit sources for steps above all the others .... so it should take priority. When I go to the Data it shows only a couple of times the job own steps being counted but it also shows the phones steps counting as well. Are they being double counted? Two cooks in the kitchen....
