Cannot download apps or podcasts

Since the update to iOS 8.0.2, my iPhone 6 cannot download purchased apps or new podcast episodes over the air from the iTunes store. I've tried it over wifi and cellular connections. I've tried signing out of the iTunes store and signing back in. Both apps and podcast episodes look like they're preparing to download when requested, but they never do. Has anyone successfully solved this problem, or do I just need to do all my downloads on my computer and sync them to the iPhone (a dangerous proposition as I've twice had sync delete a ton of content from the phone)?

Any advice would be greatly appreciated!

I've tried the iTunes logout and in already, as I said in the original post. What happens is this: I tap the cloud icon to download a podcast or purchased app; I get the circle icon that means it's trying to start downloading; nothing more happens. It will stay like that until I quit Podcasts or the App Store. And yes, I was able to download fine before the 8.0.2 update.
