iTunes Match

I dropped my computer recently and had to replace the hard drive. I have been trying to get my files off of my old hard drive with no success. I ordered the new iPhone and expect it any day. Will iTunes match help me to get my music off of my old phone? Any suggestions on any other way to get my photos and music off of my old phone onto my computer? I don't want to lose my old music and photos. I can take in and have someone help me for $250, with no promise that they can get the files off of my old hard drive. Any suggestions would be much appreciated!
