You'll notice (if you read it) that my solution did not instruct anyone to go to the Genius Bar because, for obvious reasons, not everyone can do that. I was simply stating that's where I was shown the process that fixed my - up until that moment - useless iPad 2, and that if you followed the same process you too might be able to regain function from your iPad 2. It's not necessary to go to a Genius Bar to do it. Anyone can do it from home. However, if you're unsure of how to plug an iPad into your computer and you happen to have access to a Genius Bar, then by all means pay them a visit.
I was convinced that it was an incompatibility between IOS 8 and the physical processor on the iPad 2 that was causing the problem. I now know first-hand that is not the case. If it makes you feel better to continue to criticize Apple and insult us fellow consumers who are trying to help you rather than actually doing something to fix the problem, then by all means continue with that path. :-)

what do you suggest for someone who has an incapacitated iPad because of the iOS 8 upgrade, and no access to a PCs or "genius" bar?

As I stated in the original post, it's best to use a computer that the device is NOT synced to restore the OS just so that you don't inadvertently restore a corrupted backup to it. Therefore, all you need is ANY PC or Mac with iTunes installed (but you *could* use the computer you sync it to - you just have to be a little more careful). It need not be at the Genius Bar. It can be a friend's, your mother's, a neighbor's, well you get the idea. You simply need a computer of any kind (with iTunes) in order to load the new OS. After you've done that, everything else is over the air (restore from iCloud).

Installed no apps at all. Its just as it came from the factory.Performance change is barely noticeable. Still very sluggish. It was fine on iOS 7. May try another reload, at this point have nothing to loose.

iTunesSorry to hear that Kenneth! All I can say is that mine was unusable prior to the clean reinstall and now it's working like brand new. There must be something else corrupted on yours. From my experience today, it certainly seems to prove that it's not the underpowered processor of the iPad 2 and its problems running the new IOS 8 that is causing all of the issues. Things on your iPad get corrupted before the installer ever gets there. It's the cleaning off of the garbage that you've accumulated over time that makes things work okay now.
