Desktop background stuck on black

My desktop background is a solid black. When I go into system preferences and change the desktop background, it shows the little image (says that the background is changed) but the background remains solid black. I tried killall Dock in terminal and it flashed gray for a second then went black again. Is there any fix for this? Here's what it looks like:

MacBook Pro, OS X Mavericks (10.9.4)

From the Finder, Go Menu » Go to Folder... and paste in the popup window: ~/Library/Application Support/Dock/desktoppicture.db

Move the file out of the Library to a desktop folder. Restart and the OS will create a new one. Then you must see the issue fixed, and delete the file saved to the desktop.
