Hey there timex2,
It sounds like your iPod Shuffle is on hold, and will not come out. First verify that you are trying to get it out of this mode with these steps:
How to put iPod shuffle on hold
To unlock the buttons, press and hold the Play/Pause button for 3 seconds. The LED will flash green three times. You can now adjust the volume, change songs, or pause playback.
