How would 2 people call each other using facetime if both were in a foreign country but staying at different locations within that country?

They would use wifi....Facetime works over wifi or cellular data.

Yes I know that. My question concerned what to dial if the phone numbers are American but we're both in another country.
Simply open their contact and tap the FaceTime icon.
It's tied to the Apple ID also - I believe it would use that to find the right person/device.
Perhaps this article would help: http://support.apple.com/kb/HT4319. It looks like you may want to go in through your contacts and make the call.
If you're concerned about data charges, put your phone in Airplane mode before trying to Facetime. That will prevent it from trying to make a call over your cellular data.

Thanks to both of you for your responses. So are you both saying that I won't have to use country codes? The area codes would already be built into my contact numbers. I will be using wifi BTW.
I always put my phone in airplane mode. I have called the U.S. from China using Talkatone over wifi free.

IInitiate the FaceTime call by selecting the email address of the other party.
You don’t dial any number so you don’t need a country code.
Open Contacts app or FaceTime app and tap the video icon.
