That is correct, when you set up Family Sharing, everything is billed to the family organizer, which in this case would be you. Now, if she has gift credit or store credit, then that would be billed first before it would bill your card for any remainder. Check out article and quoted section below for more information.

Making purchases
After you set up your family, any time a family member initiates a new purchase it will be billed directly to your account unless that family member has gift or store credit. First, their store credit will be used to pay the partial or total bill. The remainder will bill to the family organizer. As the family organizer, any receipts generated by the transaction will be sent to you. Learn more about how iTunes Store purchases are billed.
Once paid for, a purchased item is added to the account of the family member who initiated the purchase. In other words, the content belongs to them, much as it would if you were buying them a book or a DVD. If Family Sharing is ever disabled, each member will keep the purchases they initiated, even though they were paid for by the family organizer.

I guess I will have to accept this for now although it does seem like a strange omission on Apple's part - how hard would it be to give a user the choice of using their own card or the family organiser's card?
We can't be the only family with teenagers old enough to buy their own stuff but who like to share things too!

Jan 8, 2015 8:56 PM in response to James Knight3by tminutes,I just learned about this today. My family members gifted my kids iTunes cards for xmas but sent them to my own account. Turns out that the purchases they make are billed to my credit card, regardless of how much iTunes balance I have.
There should be an option for:
1) those who have a credit card be able to use it if they aren't on the "ask to buy" restriction. This includes both adults and other teens.
2) as the Organizer--give me a choice on how I want to pay for the purchases. If i want to use my own balance, I should be allowed to.
3) if this is how it's going to stay, then I should have the option as the organizer to transfer my balance to individual family sharing members as I see fit. Or allow me to 'gift' them the balance. Right now you can't use iTunes balance to buy a 'gift'.

Jun 10, 2015 3:10 AM in response to norm123by Strulf,This is ridiculous. I was planning to get Apple Music with my wife, but for the family membership you need to activate family sharing. All the purchases of my wife would then be billed on my credit card (and as we all know women that is never a good idea ) and she couldn’t use her own anymore! Of course she could pay me back every time she buys something I don’t care about or don’t want but this is just super complicated and annoying.
Apple please change this!

If she has gift cards she can redeem them onto her account and her purchases should be dedicated from her balance : Family purchases and payments - Apple Support
