Where is the personal hotspot in ipad mini wifi cellular

HI,my ipad is upgraded to ios 8 in that upgrade there is no personal hotspot in the settings,how can i get that

From page 37 of the iPad User Manual: Look under Settings > Cellular Data (if it's there at all).
