Q: Missing apps from iCloud restore, change AppStore country

Moved from Philippines to the UK earlier this year. Had an iPhone 5 in the Philippines and purchased apps through Philippines AppStore. Kept using this in the UK but eventually switched to a new AppStore account for the UK. Had to create a new account for this. Upgraded this past weekend to an iPhone 6 with UK provider Three mobile. I restored the new device from iCloud backup. All apps from the old phone have replicated and synched over except for the iwork apps. These were purchased when I was using the old device and through the Philippines AppStore. They are showing up with price tags in the store vs the download from cloud icon.

How can I get these apps to come through since I've already paid for them before. And how do I ensure I dont lose the documents I already have on the old device?

Not sure if relevant, but I now have garage band which I've never purchased before.

i've attempted the usual restart and reboots to try to correct the problem.
