I cannot find 'Dictation & Speech' in System Preferences. Please help!

MacBook, Mac OS X (10.6.8)

Hi ...

Dictation & Speech is available on v10.9 Mavericks, but not v10.6 Snow Leoaprd.

See if your Mac can run Mavericks > OS X Mavericks: System Requirements
