It shows the icon on the navigation bar, but that is it. Im clicking the left button on the Icon and nothing. I click with right and open a menu with this options: Movie Library, (Application not Responding), Options -Keep in Dock, Open at Login and Show in Finder, Show all windows (it show only library and doesn't open it), Hide and Force to Quit. What I do?

This is probably going to take some time to troubleshoot your issue. Lets start with troubleshooting your issue by looking at if it is system wide or just your user. If it is system wide then you will need delete iMovie and reinstall it from the Mac App Store.
