It's not really clear what you're asking. It sounds as if you may have run into the Activation Lock:

It sounds like you may have encountered Activation Lock. Is this a used phone that you purchased? When you tried to update it and activate it, it is looking for the Apple ID and password of the previous owner? You need to contact the place where you purchased it and have them try to contact the previous owner. If that cannot be done, then return the device for a refund, it will be useless to you. You will not be able to activate it without that information. No one here on the forum, nor Apple can assist you with this.
