What is actually happening? Do you have other devices using the WiFi Network that are successfully connecting via WiFi to the Internet?

Is there a sim in the iPhone? You need a sim in the iPhone for the iPhone to
activate. The sim does not have to be associated with an active wireless account;
however, if the iPhone is locked to a wireless provider, the sim must be from
that wireless provider.
If you do not have a sim, borrow one from a friend/relative/co-worker for the few
minutes it takes to complete the activation.
