Apple TV doesn't respond

My apple TV turns on, and when you press the button on the remote it blinks. But it doesn't respond to the remote or TV and it doesn't show up to select on the remote app on any of my devices. I plugged it in to my computer and it doesn't show up. I don't know how to hard reset it to make it show up and be usable.
