There is nothing you can do without the original owner (or the person who locked the iPad) assisting you. If you can not contact them you can not use the iPad. You might want to inform your staff.

If you want to reset the iPad back to factory defaults use Settings > General > Reset > Erase All Content & Settings, that will let you set it up from new or restore to an iCloud backup (that won't remove activation lock).

Apple have provided a method of checking before purchase that an iOS device isn't Activation Locked:

Basically you just go to https://www.icloud.com/activationlock/ and enter the IMEI or serial number and a catchpa.

In future you must verify that 'Find My iPhone' is switched off, that is the key to all the security. If it is on you will not be able to get around it unless (a) you have the seller demonstrate that it is off by showing you that it has been disabled or (b) have the seller go to his account on the iCloud website, then go to Find My Phone (on the site) and remove the item from his account. In your case I would guess that the first method would be preferable.

The one you have can be sold for parts value, but that's about it, sorry to bear the news.

PS: You are not the first Pawn Shop operator to post here with this problem. I don't know your business but if there is some kind of trade publication this may be a good item for it (and it is already spreading to other manufacturers devices), Galaxy G5's have a similar system, the EU will require it by law. iPad users can't download any software from the Internet in general, but ONLY from the Apple App Store, so they can be assured that the software they download there won't be of the kind you're talking about ... :-) ...

Tthe only problem with that website that Apple provides is that it says my browser is out of date. I immediately went to my settings to see if Apple just released a new version that I missed, but it says my iOS 8.0.2 is up to date.

Maybe Apple isn't letting anyone with iOS 8.0.2 on there because that Safari browser is not working right ... LOL ...

That's useful, provided buyers use it.

You can't access icloud.com from a mobile device, you have to use a computer, so I suppose the same applies with this new page in it.

Actually I have been able to access icloud.com from the iPad by requesting the desktop version. But in the case of this link, it redirects to another link, so I didn't try it.
