I'm thinking that it may be possible to have more than one library on a single computer...
For instance, one purely for my classical music, one for my extensive collection of Tangerine Dream recordings and another for everything else...
Is it achievable...???...and if so, how...???

Yes, you can have multiple libraries.
iTunes: How to open an alternate iTunes Library file or create a new one
You can switch between library but you need to close library each time and reopen holding option key and selecting appropriate library.

I have done this, because I want a completely separate library with different music styles in it.
But every time I create a new one, all my old songs appear in it after a few seconds. I didn't even click 'scan for media' or anything.
I want to import different songs from an external HD, without them mixing with my old library?

You should have a blank library but what you may be seeing is past iTunes purchases that are in the cloud. Try going to preferences> store and make sure that iTunes in cloud box is not ticked.
