Recently upgraded to an iPhone 6 and iOS 8. When I open the Photos app, it always has a Syncing..... indicator at the bottom and won't stop. I have tried disabling Photo Stream and iCloud photo albums and doing a hard restart. I also deleted out many old photos that appear to have been corrupted during the upgrade.
How can I fix this?

I tried disabling all iCloud services on the affected phone and then reenabling it. Still have the same problem. I do not have this problem on my other iPhone 5s.

I'm having the same issue but only after trying to open new photo albums created on my PC and imported to my iPad using iTunes. Did you ever get your issue resolved?
I have not gotten any answer. Hoping the 8.1 update this week will fix the problem. Everything seems to be working fine, but the sync indicator will never go away.
I just fixed my issue. I resynced my Ipad photos with my PC using Itunes. My first sync nothing showed up on my Ipad. The second time I was able to get album names but no photos and I was getting a continual syncing message at bottom of the screen on my Ipad when I tried to open an album folder. The third time synced, the photos came over in the correct albums and there was no more syncing message.
Still not fixed after upgrading to 8.1.
Also, I tried enabling iCloud Photo (Beta) and got an interesting message: Syncing would begin once the restore from backout was complete. This is interesting because I do not use iCloud for backup and the settings are turned off.

Never got this fixed. Noticed when I went to sync the phone there were now some unidentifiable files in the Photos directory. I could not delete those from Windows Explorer. Did a full restore and set up the phone as a new phone. Only way I could figure out how to fix the problem.
This is happening on my iPad after switching to the iCloud Photo Library. "Syncing" shows up at the bottom of the pictures section.
I am having the same issue. I recently upgraded to iPhone 5S and to iOS 8. The latest photos I have are from last August and the phone has continuously a "Syncing" message on my Photos App. Has anyone been able to solve it? Or does anyone know the link to a similar thread? I haven't been able to find anything else about this issue.
Are you using iCloud Photo Library or synchronizing photos from your computer?
