Q: iPod touch will not connect to Personal Hotspot via wifi

My daughter uses an iPod touch 5th generation.  She has the latest software of iOS 8.0.2.

 

She wants to connect to my iPhone 5 (also on iOS 8.0.2) via WIFI.  Although, when she looks at avallable networks, she never sees my phone show up (even when I have the Personal Hotspot on my phone set to on.  This procedure works totally fine on their iPad minis that have wifi only.  If I turn my personal hotspot on with my iPhone, they see my phone and connect with the password.  The strange this is this DOES NOT work VIA WIFI with her iPOD touch 5.

 

Here's the odd thing: If she turns on Bluetooth, she then can connect to my iPhone just fine.  What I don't like about this method is that...  She can connect to my iPhone Personal Hotspot even if I have my Personal Hotspot OFF on my phone!  This has to be a software glitch?  You'd think my phone's hotspot would only be available for a connection if I have it ON, but if she goes the Bluetooth route, she can basically turn it ON and use it on my phone.  That's terrible.  I have tested this several times tonight and she's able to always turn my Personal Hotspot ON (via Bluetooth) even when my phone has it set to OFF.

 

I'd like to know if something is up here and why she cannot connect using the standard wifi personal hotspot connection.  If that worked, I'd tell her to only connect that way.  I cannot just restrict her Bluetooth setting because she needs it for her BT speaker.

 

SUMMARY

 

(1) Is anyone able to connect their iPod touch to their iPhone using only WIFI (with Bluetooth off)? 

(2) Is anyone else seeing that if they go the Bluetooth route, it does not even matter if the Personal Hotspot is set to ON or OFF, the iTouch can basically turn it ON (after knowing the password the first time).  Even when I changed my iPhone Personal Hotspot password, she was STILL able to connect using Bluetooth.  I hope Apple changes this behavior.

    OK, just messing around with this more tonight.  I was able to finally just get the iPod touch to connect to my phone via WIFI.

     

    My question or concern still remains about the Bluetooth connection.,,,

     

    Why is it that she can connect to my Personal Hotspot on my iPhone 5 even when I have the Personal Hotspot on my phone set to OFF? 

     

    Is this working as designed?  Even if I change my phone's Personal Hotspot password, she can still instantly connect even if I have it set to OFF on my phone.  You'd think that it would require for me to have it set to ON?  Or at minimum, if I changed the Personal Hotspot password on my phone, it would at least prompt her to enter a valid password?

    I did read those 3 articles ahead of time, but thanks though. 

     

    It does not address why one Apple device can basically turn ON a Personal Hotspot on another device (when it was previously set to OFF).  I have tested this many times and when she connects to my iPhone via Bluetooth, it turns from OFF to ON on my phone (and that's ridiculous).  She should only be able to connect if I have it set to ON on my phone.
