Q: i did all the steps , then it says software server could not be contacted

If you are receiving an error about the server could not be contacted when trying to restore the iPad, I would suggest that you troubleshoot using the steps in this article -
iTunes for Windows: iTunes can't contact the iPhone, iPad, or iPod software update server
