How to drop iCloud account to basic?

I tried a an iCloud account with increased storage up to 20GB. I received the following message.

"This is a reminder that on 10/20/2014 you will be charged $0.99 for your 20 GB monthly storage plan. To change or cancel your storage plan, you can downgrade it from your iPhone, iPad, iPod touch, Mac, or PC.*"

I went to the link and cannot find where to downgrade. I cannot reply to email because it is a no-reply message.
