The upload folder for icloud photos is missing

I see this thread has been posted before (Nov 2013) but no solution.

Its Oct 2014 almost a year later and I have just experienced this problem

A message bubble flashes continuously at the bottom of my screen, yet the icloud folder is still there.

I have tried to create a new folder but it does not allow me to do that either.

Anybody know how to solve this?
