Q: iOS 8.02 Touch ID bug with App Store driving me nuts!

I go through enough new iOS devices that I know the very first time you "buy" an app on a new device it asks for the CVV. I didn't prompted for this when I re-downloaded all my apps -- however the payment info confirmation came up when I tried to redownload something I had purchased (the cloud icon and the down arrow instead of the FREE/Price button) and I hit Cancel.

However, now I get prompted for Touch ID EVERY SINGLE purchase without any sort of grace period that I was accustomed to, the way things worked on my iPhone 5S.

I even went into the App Store app, signed in with my password and confirmed the payment info CVV.

It STILL prompts me for fingerprint EVERY PURCHASE now and this is driving me nuts. Anyone else run into this?
