let me inform my experience for 2 friends bought their i Phones officially from Apple Dubai, they can't use Face-time, but they can use i Message normally in Dubai, then when they get back to Egypt using VF the Face-time icon appeared and working normally.
Technically it depends on Carrier Profile installed while activating your SIM, so that local providers can enable or disable some features related to the connectivity they are providing
I'm going to buy one and using it in Egypt as well

I am asking this because I do not know how to say it to my network provider as the representative that I talked to doesn't understand "Carrier Updates". I've talked to Apple Support and they said that that's the only chance to have FaceTime - via Carrier Update.
The FaceTime delete is encoded in the phone itself in relation to the serial numbers for UAE, but a Carrier Update that contains an "AllowVoIP Set to On" setting can override it. How did you explain this to your network provider?
