Family Sharing works best when there is an adult (the "organizer") who is paying for the purchases of one or more kids.
What you are describing might work if you always make sure to have a credit balance on your account. However, the situation would work more smoothly if you each buy your own stuff and use Home Sharing rather than Family Sharing.

Oct 17, 2014 7:51 PM in response to ed2345by carltonfrombedford,I understand that. I am the adult and so is my brother. All of my family is married. As brothers we would like to share the content without sharing credit card information. If that is not possible I understand I just didn't know if it was possible. We don't live in the same house as I am married with four kids and he's married at another house. So homesharing wouldn't work.

If you really want to make a go of it, you could set up a separate Apple ID just to use for Family Sharing. That would allow it to work, but be aware it would also likely run into frequent encounters with the 90-day lockout.
