iPhone 6 not receiving text messages

I am able to send and receive iMessages but not text messages. People can show me their non apple phones and show that the text was sent to me, and I can show on my iphone that texts are sent to them, but it's not actually happening. I never actually get their texts and they never actually get mine.

Settings - iMessage selected, Send as SMS selected, MMS messaging selected.
