On an iPad Air running iOS8.0.2
In Settings>iCloud>iCloud Drive it shows a list of installed Apps that are using iCloud Drive:
Safari
Pages
iDraw
OneNote
I was surprised to see One Note in the section, as I assumed it would do all its synchronisation via OneDrive.
Any ideas why it might be in there, using OneNote as normal it doesn't seem to have any new options?

I noticed the same thing while setting up my iPad with OneNote and iCloud Drive.
I found out that OneNote on iPad only accesses iCloud Drive so that you can insert PDF documents from iCloud Drive into OneNote. Unfortunately, from what I can see, there is no way to actually store OneNote Notebooks in iCloud Drive (which was what I was hoping for).

No, it's an access issue. MS do not support writing to the iCloud Drive in OneNote although they do in other Office programs (Excel etc). I do not know why. However OneDrive is excellent and in conjunction with Office for IOS is a formidable (albeit non Apple) system.
What I'm seeing is that on an iPad (and on an iMac) there is no way to save or open a OneNote 'notebook' from anywhere other than OneDrive.
See the iCloud Drive FAQ:iCloud Drive FAQ which notes that any type of file can be stored in iCloud Drive as long as it meets the size restriction.
Use OneDrive, it's very well integrated with OneNote and the other Office Apps.
I'd love to use OneDrive to sync OneNote with my office computer, however, the IT department has it blocked at the firewall. I'm new here so I'm not going to raise an objection about it. Maybe in a year I'll start asking questions as to why đ
