I'm using iTunes in India and sent many albums to my friend who lives in Dubai. All albums costed me 3550INR and now he cannot redeem that gifts I'm so sad about that any way to redeem gifts there?

He can't, gifts are country-specific - as you are in the India then only a person who is also in India with an Indian billing address on their account can redeem them. You can either try resending them to somebody who is in India : Resend iTunes Gifts.
