Why doesn't Apple respond to this, it has to be a very widespread problem.
This forum is ONLY a "users helping other users". APPLE is not here. Apple is at their official customer service sites and they will respond to you personally there.

Please understand that I am merely a iPad user and based solely on my experience regarding your several questions:
Yes IOS 8 software did create all of the problems you are having which you did not have with IOS 7.
I did get help directly from Apple. None of their suggested remedies worked on my iPad 2.
Apple's standard response to my problems (same as yours) was to do a factory reset. They gave me instructions how to do it. I followed them to a tee, and they did not solve the problems.
Apple is now on its fourth attempt (IOS 8.0, 8.01, 8.1 and soon to be released 8.1.1) to fix these problems.
Apples several attempts have had limited success.
If Apple does not know how to fix these problems, the odds that anyone on this blog knows is slim to none.
The most construct advice I can offer you is to wait for Apple engineers to get this all sorted out. Yes they screwed up, but their corporate history is such that it is highly probable that they will eventually get this corrected. So, try and be patient , save yourself a lot of aggravation, and set the Apple device you have aside until they get it right, and try not to listen to the Apple apologists on this blog making excuses for Apple.

"There you go again!" ... spreading false information. There is no several attempts.
First came the original major upgrade ... iOS 8.0 ... there was nothing in there as a "fix" ... But rather the Forst introduction. But, as we all know, from all companies, all software, all computers, over 30+ years ... it's GUARANTEED that you will always have future revisions! with a major upgrade. We knew that before iOS 8 was ever even conceived in the first place.
Next came iOS 8.0.1, which Apple pulled in about an hour or two from releasing it. Now, I usually stay on top of that stuff when it's released. Apple pulled it so fast, that I never even saw it show up in the first place ... LOL ... and neither did hardly anyone else even see it show up either.
Then the FIRST FIX that Apple put out was iOS 8.0.2 ... and if you bothered to look through the list of items, you had specific things taken care of. THIS was the FIRST fix out there.
Next came iOS 8.1 ... which, again, if you looked through the list you would have seen that more things were listed as fixes ... and there was nothing "attempted again". In addition to the list of fixes, Apple also released some NEW FEATURES in that revision.
AND ... we'll have another revision shortly coming out, which has been reported in the tech news (it's been referred to as 8.1.1) ... which ... when you look into the list of fixes they'll have in there ... you will find NO 'ATTEMPTED' FIXES, done again.
Someone who describes these list of fixes as "several attempts" obviously has no concept as to what is going on here!

All those COUNTLESS users who took our advice and actually fixed their iPads are lucky to have NOT listened to you ... LOL ...
Now they have iPads they are happily using!

Meanwhile after several attempts by Apple to fix all of the problems, there are still quite a few problems that persist with a a large number of us Earthlings that own Apple devices still experiencing difficulties.
He would be more credible if her weren't named "Star Traveler" and if he was not such an blatant Apple apologist.

Apple personnel tell me there is no going back only forward. My iPad 2, not ipad2 air, iPad 2 is working slowly due to 8.pooh download. Not really surprising since I have been sold a pig in a poke. Now I cannot make a silk purse out of a sow's ear, it just cannot be done, so don't waste your time (Apple words not mine) trying to factory reset etc, it just won't work.

Apple OFFICIALLY sells them here, and offers a full two-year APPLECARE contract with it, if you want ... all the same kind of support that you will get when buying the very latest iPad ...

Yep, whatever date you want to pick, it has been discontinued, but it's STILL being sold by Apple officially and with the FULL WARANNTY.

I don't know why you object to the very solution that has worked for many others here on this forum. If you don't want to do it, that's up to you, but then don't say you've tried everything ... :-) ...
AND ... in addition to those who have the iPad 2 model and have fixed their problems, there are those other iPad 2 users who never had any problems in the first place.
The IDEA here is that if there are ANY iPad 2 users who have no problems, then that means it's technically feasible and possible for you, too.

Tell me what to do. Do I have to run the diagnostic feedback they've already ignored another 3M times a day for the next 12 months before they finally take some action? If you've got an answer, I'm all ears.
