Q: photos into iCloud drive

currently all the members of my family photos taken with various iPhones/ipods are stored in a external hard drive connected to my mac. The reason for this is because i want all the members of my family with different log ons on my mac to all add their photos to 1 library so all the photos are in 1 place so we can all see the additions. Is this possible with the new iCloud drive? basically i'm asking can various members of my family with different accounts share 1 iPhoto library (add to)?

iCloud Drive is a personal storage bound to your AppleID. So you cannot share it, unless all persons are using the same AppleID. See iCloud Drive FAQ

To share photos in iCloud you could use shared photo streams, see: iCloud: iCloud Photo Sharing FAQ
