photos into iCloud drive

currently all the members of my family photos taken with various iPhones/ipods are stored in a external hard drive connected to my mac. The reason for this is because i want all the members of my family with different log ons on my mac to all add their photos to 1 library so all the photos are in 1 place so we can all see the additions. Is this possible with the new iCloud drive? basically i'm asking can various members of my family with different accounts share 1 iPhoto library (add to)?
