Either you contact the previous owner and have them remove the lock as explained here: Find My iPhone Activation Lock: Removing a device from a previous owner’s account, or if they can't for some reason, have them take the phone to the apple store with proof of ownership. Either way, without the assistance of the original owner you won't be able to use it. If you can't contact the original owner, try to get your money back.

Contact whoever you bought it from. Just because Verizon doesn't have a report of it being stolen does not mean it's not stolen.
If you can't get your money back and whoever you got it from can't or won't remove the lock, turn it over to the police. It's useless to you.
