New Computer pictures

I have recently bought a new computer, but all of my photos are on my old computer (that does not have iCloud), is there any way to get my iPhoto library from one computer to another

Either copy your iPhoto library on your old computer to an external drive and and then connect this drive to the new computer ind copy the library over.

Or connect the old mac to your new Mac in Target Disk mode. The new mac will see the old mac as an external disk and you can copy from it.

This document explains how to use Target Disk Mode: OS X Lion: Transfer files between two computers using target disk mode

If you use an external disk, make sure it is formatted MAcOS Extended (Journaled), see: Format external drives to Mac OS Extended
