Any chance you have FileVault turned on? I found that if I turn on FileVault then at my Login screen from boot doesn't have the backlit keyboard nor can I adjust the brightness of my screen or keyboard backlit. The moment I turn off FileVault I can then adjust those things and everything works fine.


You can see if you have FileVault turned on by going to System Preferences -> Security & Privacy -> FileVault (Tab)


Also I think that its important that we let Apple know this is going on so make sure you send them feedback on this. I mean if you want to that is. https://www.apple.com/feedback/macosx.html

I have this problem as well on both MBA 2013 & MBA 2015. I noticed it in yosemite, and still having the same issue in el capitan (10.11.2). File vault is enabled, and backlit keyboard will only activate only AFTER login. I submitted bug to apple but I see this has been reported since mac OS 10.10. Frustrating to see this still has not been fixed.
