It is plain stupid, I understand your frustration, and while it may be partly Apple's fault for not trying harder to get the deals for you, it is largely down to the rights owners i.e. the Movie/TV companies who like to control everything (distribution/sales) on a country by country by basis.
It is not that long ago that I could only buy Music from iTunes Store in the UK. I've a funny feeling Germany had limited iTunes media options until recently.
The US tends to get the first bite of the cherry with all the new features, then they are gradually rolled out in other countries/regions - even then there will be things for sale in one country and not in another and vice versa, along with price discrepancies which make little sense to the consumer.

Of course what the stupid movie companies etc can't see is that they only penalise the people who are prepared to pay and don't get their media illegally/for free by other means - they really are quite dim.
