How do I get/buy a Virgin Mobile UICC sim card for an iphone 4s when Virgin Mobile will not provide one? I have an unlocked iphone 4s 32G without sim and want to continue service with Virgin.

You don't.
Assuming you're in the US, Virgin Mobile is a CDMA carrier. If you want to use Virgin Mobile, you'll have to purchase a phone designed for use on their network. You can not use an unlocked phone on a CDMA network.
